God puts His Word only into the Mouth of a Moses, the Prophets and LASTLY Jesus. Spirit is figurative or a PARABLE showing how God puts His MENTAL DISPOSITION into the minds of selected speakers. Holy Scripture for the rule of Jesus Christ is the PROPHETS and other prophecies CONCERNING ME.  Jesus spoke what He heard from the Father.  Jesus did not speak ON HIS ONE.  He defined those as sons of the Devil.  Jesus spoke to the Apostles and they laid hands on "prophesiers" who spoke only the WORD by a divine gift.  There is nothing that a modern pretender can ADD.

The Twelve went to the Lost Sheep of Israel-the elect.  Peter was forced to preach to Cornelius to prove that the Spirit WAS poured out also to the Gentiles. When the Spirit is poured or falls it always produces WORDS.

The only authority for APT elders is to TEACH that which HAS BEEN taught.  The ekklesia or synagogue did not pass judgment but assembled as Christians-Disciples-Students. They left their once a week period of REST and refreshment by education and made that reading a part of their private discussions and life.

A PECULIAR PEOPLE WERE THOSE WHO OBEYED THE BOOK OF THE COVENANT BASED ON GRACE.
