K. C. Moser was writing at a time when the NACC beginning to sect out of the Disciples in 1927 were actively blaming Churches of Christ for being sectarian and legalists for not BEGINNING to do what was condemed by Christ for the synagogue of the church.
Jesus said that doctors of the Law take away the key to knowledge and called the Scribes (lying say the prophets) and Pharisees as hypocrites. In Ezekiel 33 Christ names preachers for hire not teaching the Word, singers and instrument players. That was His mark of neither preacher not paying audience intending to obey the Word.
The ekklesia or "church" consists of all who have been "washed with water into the Word or school of Christ" and their spirits are translated into a heavenly KINGDOM where the burden laders cannot lade burdens (sermons, songs, a tax). The citizens of the invisible kingdom are FREE until the Command and Example to assemble ONCE A WEEK which is called SYNAGOGUE. That REST from the Civil-Military-Clergy is time to READ or HEAR the Word and rehearse it so that you take it with you when you go home. That is the meaning of the only command to READ the Word and not preach the letters or sing them.

The Man or the Plan dogma is preacher turf wars and can have no effect on a Christian who is a Disciple who is a Student to goes to Bible classes which beginning in the wilderness was to PREACH the word by READING the Word for comfort and doctors of the Law. Preachers who do not understand prepositions will fail to understand that the Spirit OF Christ is not another little people able to fit inside of a superior humanoid. We laity would think preaching Just Einstein without teaching any of his PLANS would border on strong delusions which Paul promised to people who tamper with the Word as taught.
The "Man or the Plan" controversy was acute in 1962. Apparently, it was the talk of the Lectureships. Indicative of its significance is Lemmons' devoting the July 3, 1962, issue of the Firm Foundation to a discussion of the subject.(4) During this intense period of publishing on the topic, only one person wrote in the Firm Foundation seriously questioning Lemmons' editorial. Waymon Miller stated,
